The overall objective of building and piloting an integrated information and communication system to support the preventive and control programmes in Lao PDR and Viet Nam for managing threats posed by animal-borne diseases; particularly those posed by Avian Flu should lead to the achievement of two sets of inter-related outputs. The first set of outputs will relate to the support of preventive programmes while the second set will address the requirements of control programmes (which deal with situations where a disease has broken out and the priority effort is to manage and end the outbreak).

(1)   Outputs relating to preventive programmes:

  • Two functioning national GIS based databases that integrate human and animal health surveillance data plotted against geographic information of Lao PDR and Viet Nam.
  • Two trained teams of personnel in Lao PDR and Viet Nam responsible for maintaining and updating the above databases.
  • Established protocols within Lao PDR and Viet Nam for presenting updated status of the above surveillance data to key policy makers responsible for managing animal-borne diseases on a regular basis.

(2)   Outputs relating to control programmes:

Within Lao PDR:

  • A functioning pilot Internet-Protocol based information and communication network linking selected field units, hospitals and offices of the ministries of health and agriculture.
  • A team of public health and animal health professionals trained through tabletop exercises in the use of the above network to manage an outbreak of Avian Flu.

Within Viet Nam:

  • A functioning mobile broadband WiMAX network ready for rapid deployment to sites of disease outbreaks.
  • A team of public health and animal health professionals trained through tabletop exercises in the use of the above network to manage an outbreak of Avian Flu.

(3)   Outputs relating to the overall project:

  • A core group of 30 senior officials from the 10 Member Countries sensitized to the role of ICT and Internet-Protocol based networks in enhancing the effectiveness of national programmes to prevent and control animal-borne diseases.
  •  Two scientific publications containing technical data and research findings about the databases, WiMAX wireless networks, training courses for concerned personnel, and the management of information and communication activities, for the reference of technical and operational staff of the ministries of health, agriculture and telecommunications in ASEAN.
  • An open-source GIS based human and animal health surveillance database available free-of-cost for localization to meet the requirements of all ASEAN countries.
