LAO PDR Science Technology and Environment Agency (STEA), Prime Ministers Office STEA will be the lead implanting agency for the Lao PDR components of the project. STEAs current mandate is derived from the Prime Ministers Decree 68, dated 21 May 1999. which reorganised STEA into its present structure. The decree also defined its core function as assisting the government in research and rendering services on science, technology and the environment at a macro level. This includes actualising the policies and programmes of the government and the party in plans, projects, regulations and laws. STEA is also mandated to play a major coordinating role across all ministries and sectors for which it is responsible. STEA undertook the PAN-Laos and the Lao Localization Development projects with IDRC support beginning in 1998 and 2004 respectively. Ministry of Agriculture and Forestry Ministry of Health Click here to show Laos team member VIET NAM NetNam Corporation, Institute of Information Technology NetNam will be the lead implementing agency for the Viet Nam components of the project. NetNam were founded in 1994 by the Institute of Information Technology. It is the pioneer of the Internet in Vietnam. NetNam today provides Internet access to thousands of subscribers who make use of services ranging from basic dial-up to fast broadband connections. Another core activity of NetNam is software development, solution provision, system integration, and ICT training. NetNam specialises in developing open-source and free software. The company has 120 employees at its two main offices in Hanoi and Hochiminh cities. Being young and energetic, NetNam staff are very enthusiastic in researching and implementing advanced Internet technologies. Their clients include international organisations, state agencies, hotels, universities and academic organisations. IDRC has supported various activities at NetNam to build its networking capacities.
National Institute of Hygiene and Epidemiology, Ministry of Health (NIHE) NIHE was founded in 1926 and originally known as the Pasteur Institute of Hanoi. NIHE has been a leading research institution on scientific and technical issues related to transmissible diseases control as well as in vaccine research and development in the country. NIHEs scientific and technological research aims at implementing and developing etiology diagnosis procedures, epidemiological surveillance, and effective prevention methods. NIHEs research covers the following areas: sero-epidemiology and molecular biology, and the control of five emerging diseases: SARS, Avian Influenza, Hantavirus, Nipahvirus, and E. coli O157. Besides its research activities, NIHE also provides training in technical skills with priority given to junior practitioners from remote areas of the country and to ethnic minorities. NIHE has 472 employees. One of the greatest achievements of NIHE is the identification of the SARS virus during the outbreak that occurred in 2005. NIHE plays an important role in directing specialised activities, such as surveillance systems, for the Ministry of Health.
Department of Animal Health, Ministry of Agriculture and Rural Development The Department of Animal Health (DAH) is responsible for the prevention and control of diseases among animals. This includes quarantine, treatment and culling of animals in the whole country. DAH manages various sub-departments, professional centres, regional animal health centres, and airport and border inspection stations. DAHs recent efforts have succeeded in controlling avian flu outbreaks in poultry at various locations in the country. Click here to show Laos team member
THAILAND National Electronics and Computer Technology Centre, Thailand The National Electronics and Computer Technology Centre (NECTEC) will provide technical backstopping services to the two country teams. NECTEC is a Thai government research centre set up the Thai Cabinet via a resolution approved on 16 September 1986. Researchers from NECTEC will act as consultants to the project during the design and implementation of the field trials on new wireless technologies. NECTECs main responsibilities include funding research in the government sector, doing research to accelerate the realization of research results in the industry sector, providing services to strengthen the electronic, computer, telecommunications, and information industries, and acting as the National Information Technology Committee Secretariat. Her Royal Highness Crown Princess Thepparat Rajsuda has graciously entrusted NECTEC with the Karnchanaphisek Network project since 1996, which aims to disseminate ICT knowledge to the public. NECTEC is also the Secretariat of the Information Technology Royal Initiative Project which aims to apply ICT to the Thai society, with the emphasis on students in rural areas, disabled people, and ailing children in hospitals. NECTEC has implemented a number of national projects including the Thai Sarn Internet Network, SchoolNet for Thai schools, the Kanchanaphisek Network, Software Park, Electronic Commerce Resource Centre, information technology law development, the Y2K Solution Co-ordination Centre, and the Office of Information Technology Service for the government sector.
