The Project Coordinator of the CISCAI project of the ASEAN Foundation, Dr. Jose Edgardo L. Aban, met recently with Ms. Buske Loura Soetrisno, Head of  PT  Indosats Content Management Division, at the PT Indosats  Central Office in  Merdeka Barat, Gambir, Jakarta to discuss possible partnership and cooperation in  the use of mobile-based CISCAI-developed technologies  for early reporting of  and response to  Avian Influenza (AI)  in Indonesia. An initial area of possible cooperation being considered was  for PT Indosat to  provide the  network connectivity for field  agricultural and health workers involved  in AI reporting and response.

Providing telecommunication services is a priority of PT Indosat, which has been giving cellular services, international telecommunications services and satellite services for broadcasting networks. Since its founding on 1967, it has worked to provide social assistance, education and health  services as part of its Corporate Social Responsibility (CSR) program. During their meeting, it was agreed that CISCAI and PT Indosat would  conduct further talks to  focus into  key  mobile-based technologies, such as the Short Messaging System (SMS)  which  can be adopted to realize the collaboration.

The meeting with PT Indosat followed a series of meetings  of the Project Coordinator with officers of  Tim Penanggulangan Flu Burung (TPFB)  of Muhammadiyah. in  Jakarta,   to explore partnership and cooperation in transferring to Indonesia the CISCAI-developed technologies such as the free and open source  (FOSS) web-based geographic information system (GIS), and  mobile-based AI reporting and  response system.

The project Communication Information System for the Control of Avian Influenza in Lao PDR and Viet Nam (CISCAI) is managed by the ASEAN Foundation, with funding support from the Government of Japan through the Japan-ASEAN Solidarity Fund. The projects overall objective is to build and pilot an integrated information and communications technology (ICT) infrastructure to support the AI prevention and control programs in Lao PDR and Vietnam.  It also aims to gauge the performance of ICT systems and their applications for surveillance, management, monitoring and support for the control of AI. Lastly, it hopes to provide the requisite and timely information for concerned stakeholders to act in a rapid manner for the effective control and management of AI outbreaks within the ASEAN region. A key component of the Project is the effective and immediate conveyance of AI outbreak data from the field workers, as well as the dissemination of processed information among   different stakeholders and the general public at large.

The ASEAN Foundation was established by the ASEAN Leaders in December 1997 during ASEANs 30th Anniversary Commemorative Summit to help bring about shared prosperity and a sustainable future to all 10 ASEAN Member Countries, namely, Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam.
